Skills Recognition with Deb Carr
Skills Recognition Intelligence is an independent evidence-based briefing on skills recognition, system architecture, and workforce capability.

Welcome. I am an international (T)VET systems architect, certified ISO Lead Auditor (ISO 21001 Quality Management Systems for Educational Organisations / ISO 17024 Conformity Assessment for Bodies Operating Certification of Persons), and doctoral researcher at Charles Darwin University, specialising in Recognition of Prior Learning (RPL), skills taxonomies, and workforce mobility.
For over 15 years, I have advised governments, multilateral development agencies (including UNESCO, the ILO, the Commonwealth of Learning, and the Palladium Group), and enterprise organisations on the design, evaluation, and auditing of valid skills recognition systems.
Global Track Record & Select Engagements
- UNESCO: Drafted global guidelines and online curriculum for the Recognition, Validation, and Accreditation (RVA) of migrants and refugees, and established skills recognition frameworks for displaced populations.
- Kingdom of Saudi Arabia (Skills Verification Program SVP): Designed the quality assurance framework for the Migrant SVP with Palladium Group across international test centres.
- UAE Military Qualification Centre: Operationalised the quality assurance of RPL pathways for military veterans transitioning into civilian careers.
- Commonwealth of Learning: Drafted Commonwealth Guidelines for technology-enhanced RPL for improved accessibility and engagement.
- Victorian Skills Authority (VSA) & AVETRA: Led empirical research on RPL utility and workforce pathways for the Victorian labour market, Australia.
- Masters Research NCVER Conference Scholarship: Authored foundational empirical research on the candidate experience (The RPL Candidate – A Neglected Stakeholder).
Why Subscribe?
Skills recognition is undergoing its most significant structural shift in decades across policy, tertiary education, and corporate talent management:
- Multilateral & Donor Agencies: Structuring defensible Monitoring, Evaluation, and Learning (MEL) indicators and regional skills recognition frameworks for labour mobility, displacement, and TVET modernisation.
- Sector Skills Councils & Industry Bodies: Moving beyond 'training regimes' to mainstream recognition architecture leveraging micro-credentials, occupational standards, quality-assured assessment and capability frameworks.
- Higher Education & Dual-Sector Universities: Navigating the Australian Tertiary Education Commission (ATEC) mandate for a "joined-up" tertiary system by evaluating credit transfer validity without risking academic audit failures.
- Corporate L&D & HR Leaders: Moving beyond static resumes and automated software taxonomies to independently verify, assess, and deploy latent employee capability within existing workforces.
- VET Institutions & Compliance Managers: Designing audit-ready, defensible assessment strategies aligned with ISO requirements and Australian NVR RTO Outcome Standards to withstand regulatory scrutiny and eliminate perceived paper-mill risks.
- Migration & Professional Bodies: Responding to national and regional skills recognition overhauls, occupational licensing integration, and cross-border comparability. Designing valid prior learning entry pathways, cross-border mutual recognition agreements, and continuous competency tracking.
- EdTech & Workforce Tech Companies: Embedding machine-executable prompt logic, valid capability taxonomies, evidence-based UX intel, and evidence-sufficiency rules directly into AI-driven skills platforms.
This publication provides independent analysis, evaluation methodologies, and audit-ready frameworks to navigate these transformations.
