The Business Case: Smart Strategies for Costing, Pricing and Marketing Your RPL Service

For Recognition of Prior Learning (RPL) to shift from a perceived cost centre into a viable, high-quality offering, training organisations must treat it as a distinct business service. Grounded in Susan Simosko’s foundational work on costing, pricing, and promotion, this analysis examines the commercial architecture needed for sustainability, balancing fixed start-up investments against ongoing assessor time, advising hours, and targeted outreach. It evaluates primary commercial pricing strategies, from full-cost recovery and loss-leader positioning to pay-per-stage assessment models, underscoring that transparent costing and jargon-free marketing are essential to attract adult learners without setting false expectations.

However, the commercial viability of RPL in Australia continues to be constrained by a systemic funding bias that prioritises volume-based classroom training over individualized assessment. Because thorough RPL demands one-on-one professional evaluation and evidence triangulation, subsidising it at a fraction of standard course delivery severely disincentivises providers. Drawing on international benchmarks from the ILO and Cedefop, this paper presents sustainable alternative financing strategies: multi-stakeholder cost-sharing models, employer tax incentives that recognise in-kind workplace contributions, targeted transition grants, and front-loading resources into the formative advising phase to dramatically reduce downstream re-assessment costs.
